I'm using ExamDiff from the Console, not out of the GUI - so my only Feedback is the HTML result file.
As a workaround i'm using the ExamDiff.com instead the .exe, which runs over the error - but it's unsure to configure a non-existing HTML result file as a answer for ...

Empty HTML Result fails with UTF-8 Error
I'm using ExamDiff in the Console to create HTML output, and getting
"Could not convert output to UTF-8
Press any key to close this console window..."
Afterwards there's no HTML output File generated.
This seems to happen when the files i'm comparing are identical and i'm using a view filter ...
