Multi file compare to single master file

Is it possible to compare multiple files against a single master and list the files that are different?
Kind of like a directory compare but where the first item is the master copy and the second is a path where to look for files with the same name
e.g. first: file1.txt
second: c:\dev\* this would search for file1.txt in dev and all sub folders and identify if any of the files are different
